How in the world did'nt the city attorney not advice on a contract for the engineering firm? OMG what an idiot! What is that person doing for the city? I guess nothing. He really failed the taxpayer, also. Get rid of that good for nothing!! I guess he and the city manager didn't have an open door policy. Geez, what a MESS! Joe Torres doesn't pay city taxes, do why would he care? He lives in Green Acres, dumb idiot!

Brenda Jenkins, who headed the project for ECM International, detailed her findings and made some of the following conclusions and recommendations:

The city is operating at a level of high risk.
The former City Manager made decisions regarding the project without staff input.
The communication that was lacking with staff cost the city money.
The initial cost of the project as presented was not accurate.
Staff and management were not qualified to handle the scope of such a project.
Naismith Engineering has bound the city to obligations without any authority or direction from the City of Alice.
The City needs to enter a new contract with Naismith immediately and put a cap on fees from Naismith immediately.

Eveyone involved in this project including council members city attorney and past and preent city managers were incompetent. Tax payor gotta pay now. Typical government. The city attorney is ultimately responsible for this. He should be educated in contracting and I'm sure he is paid well. The city should revoke his appointment and hire a competent attorney prior to entering a new contract as advised by Ms Jenkins. Counsil members...please take time to review

As a former Mayor for the city, I would have never agreed to support this project.
It saddens me to see what the previous and present administrations have done.
Have they lost their minds?
Back when this proposed project was brought to the table, Mayor Pro-Tem, Juan Rodriguez and I proposed that the Natatorium be build at the Anderson Park or adjacent to the Alice Boy's and Girl's Club.
The total price back then was estimated at around $400,000.00.
Sadly, we could never come up with the support from the councilmembers serving at the time.
Our city had and still has more urgent project's that need our attention.
Our streets need to be addressed soon, or we will end up like the city of Corpus Christi. With not enough money to address this problem.
With such a large amount of money coming in through our sales tax it is a great opportunity to be able to provide our citizens with all new streets and sidewalks throughout the entire city. Without costing our taxpayers a dime.
Also, we could be paying off our debt sooner. Clear our city of all bond monies we owe. Now is the time.
I worry about five or ten years from now when this project will not be a money maker for the city. Where will the money to support this project come from? A TAX RAISE?
I often wonder if our Mayor and councilmember ever wonder about this. We are not a rich city. We have better things to worry about then a project like this, or we should.
Take a look at Robstown with their baseball park and their fair grounds.
All we have to do is look around us and see the big picture.
