Councilwoman questions Montebello budget projection

While city officials and staff members are optimistically touting that they have achieved a balanced budget for the next fiscal year, one councilmember is contending that the financial figures don't add up and that the sky will eventually fall on Montebello.

The fact that the city did not budget for a full time city manager is very troubling. You can not run a city wothout one. Oh wait. That's okay. Fran will do both jobs. NO NO NO. She can't even run fianace. Now you want her to run the city. Wake up you idiots! There is a reason why you have several city department heads. You need people to pay attwntion to their part of the pie and someone to over see them and the elected officials to oversee that person. That is how it works. The finance director and the city manager can not be the same person. NO NO NO. Now the other part of this is CC is an iiot and can not add. I will get to that later. Right now I have to go throw up.

Okay. I'm done throwing up. So here are some facts. First of all. Keith B not FST came up with the plan for this budget. That plan was to only spend what the city takes in. After doing the numbers it was determined that what the city takes in (revenue) is not enough to maintain all city services. So KB not FST told all dept heads to cut and cut again. The biggest deptartment, PD, according to the posted budget on the city web site cut the most but P and R who employees family and friends and goes over budget every year and is friends with FST and was prob sitting next to her when this article was written and BTW is friends with CC an clueless Bill says she took the biggest hit. She is going to make Part time only work 20 hours a week? That's what you are suppose to do you idiot, every year but you didn't and now over 20 of your part timers get paid benifits. U want to look into something CC? Look into that! Once again CC, BTW, math is math. They say they will spend what they put on paper. Instead of calling the paper to bad mouth them how about saying "they did a great job and only time will tell.". Not sure what you would expect them to do. My biggest concern is they are not going to hire a CM this year. Insane! Good one FST. You secured your job didn't ya? No one to watch over you. Insane. BTW. What qualifications does she have to run a city? Would really like to know. Anyone? Anyone? Buller? Got to go throw up again.

However, It did not say that the City had not budgeted for a "city manger" (sic)
It said that they were not currently paying one
Fran is doing an excellent job in finance, especially compared to the previous administration with it's undecipherable "scribble in margins and post it notes" accounting details.
Except for hiding the illegal oavertime payments under "capital improvement fund" the bookeeping before the 3009-3010 (very expensive) audit has much to be desired (caugh caugh).
But, as settle says, she should not wear both hats for long.
Would you rather have Mike?
City administrator was on the agenda Wednesday night but no action.
BTW diod she get a raise when she put on the ICM hat as Pacheco did?
That would be Illegal, as his raise was shown to be.

Christina pushed for Keith's resignation to promote Francesca, and now she votes against her budget? Art Barajas & Bill Molinari got played on this one. These two dorks when along with Christina only to get mud thrown in their face at Wednesday night's Council meeting. A budget is only an ascending plan that can be changed at anytime, but what does Christina know? She's the same idiot who questioned depreciation!!!

These 20 part time employees seem to be a point for you.. My question would be why would they go over? I work for another city in community services . We have positions that are considered part time but work 30 hours per week and have pers, I'm one of them. Here it's called a Rec 3 position

So could it be possible these individuals were hired at those positions with benefits or were promoted there??

Also I know those people would be a drop in the bucket compared to the other departments

Just saying ... Maybe Montebello isn't so much different than other cities

And the budget online reveals a "municipal service budget" I'm not sure where recreation falls but there budget seems microscopic

Actually the article did say they did not budget for a full time City Manager this fiscal year "The city also calculates it will save $157,000 by not having a permanent city administrator. Tucker-Schuyler is serving in that role at no cost to the city while also serving as Finance Director. The city did not budget a permanent administrator for the next fiscal year." So my point is this can not be the case. And no I would rather not have Mike. I would rahter have someone who can run the city and that must be a priority. Either Fran needs to appoint a interim fianace director, which wont do much good since she will most likely have a hand in all that person would do anyway. I dont know much about her but what I do know is a city needs a CM and it can not be someone who is doing two jobs.

It appears the majority council does not want to appoint a real city administrator as they want Tucker-Schleyer to continue to do their dirty work behind the scenes. Soooo, the council will continue to turn a blind's eye to the budget problems that Molinari has been a part of for decades. Little drummer boy Art and the dumb girl Cortez are more concerned about coming off on TV looking good. What a bunch of impotent fools. Recall them all!

Settle down is correct in that the article said there ws no money for a City Administrator.
Someone would have to look at the budget to see if that is correct.

TR, open your eyes, the majority council is a joke. Might as well watch the "real" three Stooges for more intellectual food for thought. These three would not even qualify as has-beens because they were never anybody. City will continue to slide downhill as property and sales tax stay flat not making up for increased expenditures. That means a deficit. Show me the money TR. It's just not there!

There is no set majority at this time like Rosie's Gang of Three. There are plenty of 3 - 2, 5 - 0, 4 - 1 votes on different issues. I agree, however, that the city will continue to slide downhill, but not because of fluctuating property and sales tax, but because of the unwillingness to follow Dr. Frank's lead in courageously thinking outside of the box.

Those who resort to fiscal juggling to 'balance' a budget do us no favors. The only way to really balance the budget is to make income match expenses. Dr. Frank's wanting to get financial reports to compare different ways to get current service are the forward thinking way to do this, but a mostly new council seems destined to do business as usual, instead.

The current council dynamic may be a joke in progress.
However there is really no money to fool around with as there has been in thepast.
The accounting is much tighter.
And there is no RDA to hide funny business.
The very worst raid on the public purse was the purchase of Ostrom Chevrolet by the previous council.
NArramore estimated that it will cost the City $30,000,000.
Add in Jimmys, the Taylor Ranch house debicle, and other sweetheart deals, trash contracts, dial a ride, tow contracts, giving away the Ambulance service.
Even if senior housing or Applebees had some "oveages" they are "chump change" compared to the wholesale looting.
The Fire departments flyer shows $60,000,000 in borrowed money to pay expenses greater than regular income. Why?
One big chunk was unbudgeted, unapproved by he council overtime.
Money was blown- it's gone

And thank God there is no 'set majority.' I'll take an independent minded city council person who thinks for himself or herself over a coward absorbed with political survival every time. The day Bill Molinari is no longer at the dais - or any of his sycophants, for that matter - is the day Montebello will be liberated from the Dark Ages.
