The kid can't read

Town Talk today discusses little Jaylen, 7, who entered the second grade not knowing his alphabet.
A Federal grant has grandma going to school to teach him. She's a volunteer as well as "many" grandmas in most other Rapides parish schools. The article mentions two other Federal programs that are part of this equation.
First question: Who's the teacher who failed to teach Jaylen his alphabet in the first grade, yet passed him on to second? Why didn't the reporter ask?
Another question: The TT article mentions three involved groups funded by Federal grants. Just how many programs are Federally funded in Rapides Parish schools?
If the grandmas can successfully teach these kids, why can't the teachers or parents do the same?
I say "Fire some teachers and replace them with grandmas."
There's a $400+ bonus coming to teachers who don't miss a work day from October-December.
Let's instead give it to the grandmas.

Scrap the DARE program too. So many on dope now and getting busted. Waste of tax dollars and manpower.
