State systems are a couple of decades old, many limping along now on temporary repair solutions. And, with state budgets in such horrible condition these days, spending too much money for contracted solutions state employees are too stupid to maintain and operate themselves is no longer an option. Way too much money was spent on Share (which still doesn't work right) and no one in the state knows how to fix it, much less enhance its capabilities.
