This should not be surprising to anyone. The reason such "proposals" are being made is not only because their wealthy transportation industry pals will reward the politicians with high paid taxpayer funded administrative and oversight "positions" but, in fact, the primary reason is because of the failure of all the loony "new economy" ideas the free-spending out-of-control California politicians have championed ever since the 60s 70s revolution.

The biggest problem with these is they don't ever actaul send new money, they state, county or city, gets a special tax passed, and then the money they using for the item, is used for the general services of the city, and the special tax just covers what the taxing authority was spending anyways.

The city does it all the time, cuts funding to the library so the money can fund the theater or something similar, and then claims we need a special assesment or all the libraries will have to close.

you can substitute - police, fire, schools, roads, etc in this they do with all of them,cry wolf, get tax passed, and which leaves more general funds for their special projects that would never be funded otherwise.
