Um....shouldnt this have been done BEFORE these 5 people were killed?

This reactive instead of proactive Democrat run state....always waiting until somebody dies before they do something.

Explosive were involved.

Face it...somebody screwed up. Hate to say this but one of the bomb experts may have made a fatal error which cost those lives. I worked with explosives while in the military, there are tons of safety issues and protocals involved in any operations involving ordinance. A simple thing like wearing non-sparking boots with grounding straps for instance, only part of the mandated list these guys are required to meet prior to handling.
My heart goes out to the families and friends.
