The law says the governor can withhold funds from her depts if she determines that taxes and other revenues fall short of the estimates on which the budget was based. The law doesn't say anything about furlough of workers. Furlough of workers is just one of many options avaialable to the governor. But it's obvious what she would do. She's been talking about furloughs for months now. But furloughs just means maintaining the status quo, at a lower cost. It's the option you'd choose if you don't want to make the difficult decision of determining which programs should be reduced. It's a decision that "number-crunchers" love to make because it requires little thought and analysis. Bottom-line, our governor and her finance director are number-crunchers. Even I could do what she wants to do; it'd be easy.

I so agree with you! I dont get how the welfare people dont work all year yet at the end of the year they file taxes and get thousands of dollars in tax return? Go figure?
