You are correct about the legislators. But, the vast majority of cops, when speaking publicly, are on the side of having larger and more violent gangs out there.

Correct! And that being said, Americans are more prosperous in Mexico than Mexicans are here because we WOULD learn the language there. See, thee are no signs in Mexico saying ENGLISH SPOKEN HERE. Also, no catering to English speaking unless you are in a tourist area.
