Rep. Barrow's son's bond reduced in murder case

The son of State Rep. Regina A. Barrow, D-Baton Rouge, who was booked in the murder of a church musician earlier this week, posted a $100,000 bond and was released from Parish Prison on Friday while a second man booked in the killing remains in custody. The bond on the second man is $250,000. Different judges set the bonds for Michael Smith Jr., who remains in custody, and James G. Barrow. At the request of Barrow’s father and grandmothers, state District Judge Janice Clark, who primarily handles a civil docket, set Barrow’s bond, court records provided by the judge show. Clark said she considers Barrow to be a minimal flight risk, according to court records. Hernandez was the judge on criminal court duty at the time of Barrow and Smith’s bookings. Although any judge can set a bond, Hernandez said Friday, normally the duty judge handles it. If another judge wants to step in, they usually contact the judge who is on duty, he added. Hernandez said he did not know Barrow and Smith had been booked until Friday morning when a staff member told him Barrow’s bond had been set. In addition to posting bond, Clark also ordered that he remain on house arrest via a Street Crimes Alternatives tracking device. He must also submit to random drug and alcohol tests, and hold a full-time job or enroll in school. The house arrest would allow Barrow to go to school or work, the order says. Both the service for the house arrest, and the drug and alcohol tests will be paid for by Barrow. Before his most recent arrest, Barrow was due in court on July 23 on a charge of simple burglary of an inhabited dwelling, court records say. Barrow was arrested last year for allegedly beating a man with a baseball bat, pointing a gun at the man and telling him to get in the trunk of a car, arrest warrants say. Barrow was booked on one count each of aggravated battery, attempted second-degree kidnapping and theft of a firearm. Clark’s name appears on two orders to fix an appearance bond for Barrow in that incident.

Wow! No wonder she needs a pay raise!

I found it most interesting that the same judge, Janice Clark, who handles CIVIL matters, has set the bonds for young Barrow each time he has been arrested.

Yes, if your well off or in politics, your kiddies can do what ever they want. Even killing someone and get away with it. They (kiddies) sure learn responsibility that way don't they? Mommy and daddy will bail their butts out no matter what. Talk about us little people being criminals! Those upper crusties break more laws than they can make up. What a bunch of losers.

After finding out first hand how corrupt the court system and judges are this is not surprising. In fact, they don't even try to cover it up a little. It is just in your face now because they know there is no one you can call for justice because they are all corrupt also! If they are not corrupt then they just do not want to get involved. This guy is so violent he should not be walking around. But he is a politician's son and better yet a Louisiana politician's son. Rep. Barrow should be ashamed to show her face in public and she should be ashamed and afraid of her son. All this does for her son, who has very serious issues already, is make him feel he is even more exempt from following the laws and understanding the difference between right and wrong than everyone else. Except of course politicans. I doubt he has the capacity to understand right and wrong. He murdered a person and not by accident. With everything going on in the legislature and stuff like this - La. is a joke. Just tell anybody you are from LA and they laugh. Sad,Sad,Sad

Louisiana Legislative Black Caucus and Chaplain of the Louisiana Legislative Women’s Caucus.

Her website includes the following on Rep. Regina Barrow:

Last year, Rep. Barrow's pork barrel project gave $75,000 of your tax dollars to a company she started, "Riz Up Louisiana."

And this year, 2008, she's asked for $200,000 (yes, you read that correctly) for the same company.

Now, let's have a look at Judge Clark, the judge who handles civil cases but found it necessary to step in and set the bail for Rep. Barrow's son.

In 2002, she was found guilty of an ethics violation -- using campaign contributions to buy herself some new clothes. AND SHE DEFENDED it by saying she needed to look good to get re-elected.

I geuss all of you are missing the point. Representative BARROW is not a suspect her son is.I'M sure one of you have children are was a child at some point in your life. AS a child I'm sure at some point in your lives you've strayed away from you parents beliefs and if you have children just keep on living.I left LOUISIANA 9YRS AGO AND DON'T REGRET IT. BORN and raised their and saw a plenty lives ruined through the media and other scandals.THE KEY WORDS HER ADULT SON!!! ADULT!!! BECAUSE OF WHO HIS MOTHER IS IT SEEMS HE WANT HAVE A CHANCE.OH! BY THE WAY THERE IS ANOTHER SUSPECT. I'm sure her heart goes out to the victim's family.

I don't think anyone here has accused Rep. Barrow of murder, nor complicity.

Some are suspicious, though, of how Barrow's son's bond was mysteriously reduced by a civil court judge while the other person's bond was not even considered by this person.

You have quoted, are let just say you have cut and paste her etire wedsite in your comments. Again she in not the suspect. So it is evident that you have something personally against her. Come on, you are gossiping instead of dealing with the issue of the article. Now from what I've read if a bond has not been set by the end of the business day any judge can set it. I'm sure both suspect attorney are aware of this.

Don't get me wrong and my heart goes out to the victims family but I think it is truly wrong for you to base this woman character on the action of her adult son. She was elected and re-elect for the seat she is holding now. So I'm sure if anyone knows her best it's the community she is serving. If you have children just keep on living..........

I'm an avid reader of Louisiana history and current events. I am fascinated by the shenanigans some of the Louisiana politicians (not necessarily Ms. Barrow) get away with under the "business as usual" heading.

I don't know Ms. Barrow. I don't know anything about her. I never heard or read her name until this article appeared and I began doing some research on who she is and what connections she might have.

You must admit it seems strange (if all you know about this is what appears in the news) that the son of a State official has been in trouble with the law twice and both times the same civil court judge set the bond.

Does that happen often (civil court judges setting bonds in criminal cases) for the children of John Q. Public who have no connections?

I'm sure if you check the records you will find more. Come on this is not the first time a civil judge has set a bond for a criminal case. I'm sure Barrow's attorney is handling this for her for this simple reason. I'm also sure if her son is involved she is prepared to accept it with regret but by gosh it her son not her. Again if you have children just keep on living.........IT'S NOT HER FAULT.

I am from Baton Rouge. This is very minor compaired to the usual unethical things going on there. Yes I sounded shocked and that was sarcasm. Her so is guilty and very violent. Yes we know she did not do it. It is still unethical for special treatment. Its little things like that then they get bigger and bigger.

I'm so tried of all of you people who need to get a life. I just goggled the other young man's name and not one long, detailed actile about him. Everyone is focused on the fact that the other person involved parent is a state rep.. So what!!!!!! She did not pull the trigger!!!!! LEAVE HER ALONG!!!! IS THERE ANY PROOF THAT SHE IS THE REASON HER SON WAS RELEASED BY JUDGE CLARK? NO!!! THERE ARE PEOPLE THAT ARE PAID TO DO THOSE THINGS FOR YOU. THEY ARE CALLED LAWYERS.SO LETS PRAYER YOU WILL NOT NEED TO CALL ONE FOR YOUR CHILD/CHILDREN IN YOUR LIFETIME

No, this is not the way things are done, this is "special". Not to sound harsh but you may be a little naive. Maybe you have just been sheltered from the realities of what goes on out there. Sometimes innocence is bliss. If that is not the case then all I have to say is...that is not the case.
