Should the city manager have the power?

You are there to listen to the community...
Open your eyes to the problems this city is having and rememmber we the people elected you and I'm sure people will want to know the truth.

For a community so small, the 'power' should be for all Residents. The City Manager's role should be more for formality, i.e. sign official papers, make statements, etc. If I was in charge, that's how I would do it.
