Any rookie/citizen knows a cigarette butt contains dna. No rocket science here, just watch tv.

NCIS
The point is the Officer realized that no one in the house smoked and that the cigarette butt was potential evidence and the DNA confirmed it. So NCIS person go back to watching tv and leave the experts to do there job.
