After nearly two years of delays, Hanover officials are terminating their contract with the company hired to build the town’s still-incomplete wind turbine.

Town Manager Troy Clarkson said Monday that the town had to cut ties with Woburn-based Lumus Construction because the company had failed to get the turbine up and running. The 210-foot structure is next to the town’s water treatment plant on Route 53 and was expected to provide most of the facility’s power.

“The contractor wasn’t fulfilling the contract,” Clarkson said.“The turbine needs to be spinning.”

Clarkson said the town would withhold the final $100,000 owed to the company and is seeking to recover money it already paid. He said a stipulation in the town’s contract requires Lumus to pay the town $1,000 for every day past an established completion date that the project goes unfinished.

Clarkson said 700 days had passed since the project’s completion date, so he expects the town to receive $700,000 from Lumus.

“We are absolutely prepared to do anything and everything” to recover the money, he said.

Selectmen Chairman John Barry said he supported the decision to terminate the company’s contract.

“There is a strong level of frustration with the fact the windmill isn’t spinning,” he said.

Clarkson said Lumus did not respond to the town’s termination notice within a seven-day window. The company’s website lists phone numbers for its main offices in Woburn and Portland, Maine, but neither number was in service Tuesday.

The original Otis turbine with the alleged gear-box problem was erected by Sumul Shah of Lumus/Solaya. You might advise any press you contact (including Fox TV News) that this company (now of course directly implicit in Falmouth/Fairhaven/Scituate impacts) should be central to their investigation and has suffered from either gross mismanagement - or unbelievably bad luck - in its construction and oversight of the turbines it lists on its company website:

Lumus is of course currently beleaguered with the multiple catastrophic Jake gear-box failures in Portsmouth and Princeton (now running with new gear-box over $600k), as well as numerous other troubled turbines including the 'black-hole-expense' foundation re-do of the MWRA's Leaning Turbine of Charlestown.

Another example of recent Lumus turbine misadventure has been documented in the press in the two years of troubled operation of the Lumus/Solaya constructed and operated 600 kw Univ of Maine (Presque Isle) turbine. The operation of theUMPI turbine was so sporadic that production was reported at half of what had been projected initially to meet the financials. When the Citizens Task Force on Wind Power asked last year, the university claimed that the problem was that the data reporting from the turbine was broken - as the turbine capacity factor dipped into single digits from months of non-operation.

A possible media connection to the Falmouth Human Rights agenda - if confirmed - would be that the civil rights of military personnel are violated when they cannot complain about such turbine health effects without imperiling their military career record, similar to near-turbine school personnel, prison populations, health and assisted living facilities, etc.

An additional sidebar for any press looking into turbine impacts would be to revisit problems at the Bourne MMA turbine. Over the past two years, several members of local 'wind't neighbor groups (Bournedale, Dennis, Dartmouth) have reported MMA turbine-neighbor complaints after spending time knocking on nearby doors and actually speaking with them.
