How about this we the community residents work to BUILD a Unified Community Social Networking Hierarchy that will consist of Contribution, Participation and Skill Set. This will provide that Competitive Edge to that Average Person(s) Seeking Employment Opportunities, Entrepreneurial Venture(s) and/or Local State and Federal Grant Program Availability.

...After careful review here is the diagnosis of the Chicagoland and Milwaukee flash mob attacks ranging from Memorial Day at North Ave Beach in Chicago to Midway Fair in Milwaukee, WI on 8/5/2011.
1. Military style probing of weak spots.
2. African American age 17 through 27 and single.
3. Targets are mainly Caucasians and their property.
4. Authorities have little leads and ask public for help.
5. Groups of 35 to 200 people to over-whelm targets.
6. Easy escape routes to evade capture.
7. May be using social media or group SMS messages.
8. Locations are not hit twice.
9. African American couples and families not injured.
10. Suspects disappear while authorities are on route as if they are warned by insider alerts via SMS messages.
Chicago and Milwaukee authorities are clueless until they put counter spy and multiple under-cover detectives on various opening events to call for un-tainted backup officers that do not alert the suspects. All officers should have 'one' cell phone that can be monitored.
...Scared white people are carrying guns now more than ever. It's a jungle out there... Time to Cull the infected flock just like the Chinese do..
