The Bush administration was on alert because al Qaeda had been sending the same threats long before Bush took office. Unfortunately, they didn't give anyone the time, the day, the targets, or the exact mode of attack.
It was precisely because Clinton took no action against the USS Cole or any other attack on our military overseas which emboldened al Qaeda. They claimed the U.S. was weak - again, long before Bush took office. Bush "inherited" it...since you liberals like that word so much.
Just because the terrorist didn't provide a detailed plan isn't an excuse for your hero George W to do nothing and stay on his ranch cutting more brush.
The attack on the USS Cole happened toward the end of Clinton's presidency and it wasn't until months later that the evidence pointed to Al Qaeda.

Beginning on Aug. 7, 1998, the day that al Qaeda destroyed the U.S. embassies in Nairobi and Dar es Salaam, Tanzania, Clinton directed a campaign of increasing scope and lethality against bin Laden's network that carried through his final days in office.
He ordered cruise missile attacks in 1998, directed against Osama bin Laden in Afghanistan and the Sudan, following the terrorist bombings of U.S. embassies in Kenya and Tanzania.
Operating on limited intelligence -- at that time, Pakistan, Uzbekistan and Tazikistan refused to share information on the terrorists whereabouts inside Afghanistan -- U. S. strikes missed bin Laden by only a couple of hours.
