Protecting is different from being a provider. Protecting is providing for the welfare, yes, but being a provider of a living isn't. That is public welfare. Did you jump into the middle of a conversation again.? I mentioned a few posts back that insuring the quality of food and drug was a federal function. Providing those items to the public isn't. That would be the market. The government is the market's cop, regulating commerce.
