Anyone who doubts it might consult on the White House website an "In Focus" release of Jan. 15, 2009 or a Congressional Research Service analysis of this SOFA by R. Chuck Mason, July 13, 2009.

If the assumption was that the newly elected President Obama should negotiate a SOFA calling for a residual U.S. force in Iraq large enough to prevent the current mayhem, then why did President Bush agree to a complete withdrawal of all U.S. forces by the end of 2011 in a SOFA that he must have known would be a major road block in negotiating a follow-on SOFA for a sizeable residual U.S. force in Iraq?

Ironically, it was none other than Mr. Cheney who, in a 1994 interview on C-Span, defended the decision by President George Herbert Walker Bush at the end of the first Gulf war not to push on to Baghdad because, Mr. Cheney then explained, it would ultimately have led to precisely the sectarian violence and ultimate splintering of Iraq we now witness. That interview is widely available on YouTube.

If only Mr. Cheney in 2002 had remembered the dicta of Mr. Cheney in 1994.

Dear IRS,
Due to recent budgetary cuts at my home, caused in part by restrictive and punitive economic actions federally, I no longer have the resources I require to meet all household goals. I have thus been forced to prioritize my expenditures. As such, I no longer have the funds to properly comply with all the tax laws and will no longer be providing your agency the required documentation you require. I will also be cutting tax contributions line items as unfunded. I have been able to maintain a generous bonus program for the household members which I feel are essential to moral and should not be cut as none of these problems with resources should be theirs to be punished with. I have also moved forward with several previously approved expansions in household projects deemed essential to future growth and program development such as replacing the aging assets in the motor pool, extensive and necessary remodeling of building structures, and of course adding to the essential “training” budget to produce household videos and attendance at inter-household conventions held in Vegas and Disneyland this year. I ask you urgently to consider my request for budgetary consideration to increase your refund revenue stream required by said household to a level that can sustain expectations. Until such time as that occurs, it will likely be necessary to continue these deep and regretful limitations in the tax contributions budget.
