Let's review the last part of that excerpt from Clinton's speech about Saddam's intentions as a future threat if we ignore him:
"Well, he will conclude that the international community has lost its will. He will then conclude that he can go right on and do more to rebuild an arsenal of devastating destruction. And some day, some way, I guarantee you he'll use the arsenal...."

(As soon as the world wasn't watching anymore or the "severe consequences" imposed by the UN weren't so "severe, Saddam would have rebuilt his WMD program with a vengeance.)
President Clinton was absolutely correct.
