It had a list of 20 co-sponsors that was a who’s who of Republican leadership. There was Minority Leader Bob Dole, R- Kan., Sens. Orrin Hatch, R-Utah, Charles Grassley, R-Iowa, Richard Lugar, R-Ind., and many others. There also were two Democratic co-sponsors. Among its provisions were;
• An individual mandate;
• Creation of purchasing pools;
• Standardized benefits;
• Vouchers for the poor to buy insurance;
• A ban on denying coverage based on a pre-existing condition.
Sound familiar?
Stuart Butler, then director of domestic policy research at Heritage and, since 2010, director of Heritage’s Center For Policy Innovation made this statement;
Many states now require passengers in automobiles to wear seatbelts for their own protection. Many others require anybody driving a car to have liability insurance. But neither the federal government nor any state requires all households to protect themselves from the potentially catastrophic costs of a serious accident or illness. Under the Heritage plan, there would be such a requirement.
Sounds like an individual mandate to me.
In a 1989 lecture, Butler also said
a new index of eligibility would be developed to link Medicaid coverage to poverty instead of welfare. This is an important distinction, because many poor families struggling to keep off welfare currently risk enormous and uncovered medical bills because they are not eligible, or do not seek, to go on to the welfare rolls.
Wow! Medicaid expansion too!
I wouldn't go to someone like Michael Barone for an opinion which this is. He's ignoring the fact that while the housing bubble was expanding out of control, the GOP held power in Congress and could have done whatever they wanted too.
Keep in mind that this genius pretty much batted zero in his predictions for the 2012 elections.

You need to educate yourself about the difference between the budget and the debt. If you have a surplus in your budget, you don't need to borrow as much money. Borrowing is what increases the debt. Thanks to the budget surplus he inherited from Clinton, Bush did not need to borrow as much.

Gee let's see. With 3 years to go he only has $750 billion or so to go to spend more than Bush in 8 years.
Congress is responsible for, and has all authority to borrow on the credit of the United States. The Democrats took control of both houses of congress in January, 2007. The first spending year for that Congress was 2008.
Do you notice the dramatic increase in deficit and debt occurring immediately after the Democrats took control of all the purse strings of government?
Notice, also, what happens to the deficit trend after the TEA Party begins to influence Congress.
