Several critics were particularly drawn to Mr. Bush's painting of Russian President Vladimir Putin, speculating on what it might say about the relationship between the two men.

the original text of his farewell speech had it correctly as the "military/ industrial/ congressional complex" as that is the truth. the first two cannot function at all without the funding from the latter.
