The only reason the surge was requested in Afghanistan was to mop up the caves where Bush had the Taliban and Al Qaeda holed up in, and Obama ordered all US forces to retreat. After Obama's retreat, there wasn't any reason to send the surge forces. Obama sent about half the troops requested to Afghanistan for appearances to make it look like he was doing what the commanders wanted.
