Well, I don't think HAARP is monitoring weather. People who live in that area are effected when HAARP is running.

did your two second google search tell you that?

in fact, the bridge deck had been expanded a couple times to add to the load of the design flaw..and the maintenance should have noticed the failed gusset plate. it did not.

the weight of the construction materials on the bridge were not in excess of what a normal ruch hour load of semis would have put on the bridge. people just liked to use them as a scapegoat...
