She was responsible for providing the requested security which first began months in advance of the attack or removing the ambassador and those other Americans at the embassy knowing of repeated warnings of an escalating attack.
She should have taken full responsibility for not having her finger on the pulse of the dangers that were clearly present and taking the appropriate actions so it would have been "prevented" as was stated by the Senate Intelligence report - and those Americans would still be alive today.
Instead she threw up her hands in frustration and declared it didn't make any difference.

Hillary "threw up her hands in frustration" because to do otherwise would have been to place the blame on her friend, Chris Stevens, for his failure to accept the additional security which was offered by AFRICOM. Hillary was not in Libya. Stevens was her eye on the ground and she put her faith in him to make informed, knowledgeable decisions. He failed.
