Neither have you.

The first bunch don't qualify for the insurance program in the first place.

Individuals who are so dirt poor they don't file taxes cannot be taxed; however, these people DO qualify for Medicaid.

The second group of individuals already have insurance-re-read it.

These exemptions are not at all what hyped them to be. They really do not give a pass for people to refuse to buy insurance and the only group which gets a pass is those who could apply for Medicaid but didn't --no big surprise.

No one has read the Affordable Care Act except a hoard of lawyers licking their chops.

However, the majority of young people are rejecting it.

Others are finding signing up too confusing or the costs too expensive.

What Obamacare and the IRS can and cannot do...

The only way for the IRS to collect the fee for not having health insurance, if you choose not to pay it, is for them to withhold the money you would get back from the IRS after filing your income tax returns. The IRS cannot enforce the Individual Shared Responsibility provision with jail time, liens, or any other of typical methods of collection.

So as I PAY taxes every year and receive NO money back. IRS has no means to collect the tax.

I re-read this and yes it gives an exemption than in theory is NOT plausible if the employer is paying half the cost.

However, these would be some of the 30 million who will still be uninsured-before Obamacare and after makes no difference.

Not true. Millions of people residing in Republican states that did not expand Medicaid will be without health insurance. They make too much to qualify for Medicaid but are below the threshold to apply to the exchange. Under the terms of the AFA, they will not be assessed any penalty/mandate/tax as a consequence of same.
