Maybe in ye olde Commonwealth of Pennsylvania where peasants like you are still indentured servants and compelled to enroll in their employer's insurance plan. In other states where slavery and indentured servitude are outlawed employees, new or existing, are not required to enroll in their employer's plan. Many companies are switching to high deductible plans and an employee's spouse may have a better plan they can get coverage under.

You idiot. Employers do not force you to take their health care, nor do they fine you if you don't enroll. Even the state government in my state does not require you to sign up. As a matter of fact, they (and private employers) warn you if you don't pick a package within 30 days of starting employment, you cannot sign up until the next open enrollment period.
