the tech sites posit that it's got a lot to do with old PCs, and the same not being networked properly.

an ongoing problem for more than a few years it seems. but just think if Obama had asked for money for new computers.....you'd have tea party lackeys telling us they've been using the same PC for years now. in which we would reply...duh!
