NEW YORK ( CNNMoney.com )-- Investors have stopped fleeing money-market funds, a week after the federal government said it would insure fund shares don't lose their value.
Under the program, which began Monday, the Treasury Department will guarantee that the value of participating money funds will not fall below the standard $1 a share. Fund companies must pay for the insurance and only shares held on or before Sept. 19 will be covered.
The rapid exodus from money funds began after The Reserve Fund announced on Sept. 16 that shares in its primary fund fell to 97 cents due to losses incurred when Lehman Brothers declared bankruptcy.
The total held in money funds, which had hit a record high of $3.535 trillion on Sept. 9, plummeted to $3.288 trillion 10 days later, when the government plan was unveiled.
Since then, investors have slowly returned to the securities, which held a total of $3.348 trillion as of Monday. Until the recent crisis, money funds have been considered as safe as cash. Unlike bank accounts, however, money funds are not FDIC-insured.
However, the money is mainly going to funds that hold Treasurys, said Connie Bugbee, managing editor of iMoneyNet, which follows money funds. Retail and institutional investors pumped up their holdings in such funds to $1.2 trillion Monday, up from $924 billion two weeks ago.
Conversely, funds that invest in riskier commercial paper, or short-term corporate debt, have dropped to $1.6 trillion, down from $2 trillion. Investors are avoiding these so-called prime funds because the commercial paper market has frozen in recent weeks. Few investors are buying commercial paper these days, fearing additional corporate defaults.
The chaos on Wall Street has also widened the difference in yields between Treasury funds and prime funds. Normally only a quarter to a half percentage point, the spread is now closer to two points, with Treasury funds offering a 0.4% rate and prime funds yielding 2.2%.
"People are going to wait for a little bit to make sure no other mutual funds break the buck," said Peter Crane, head of Crane Data, which tracks money funds. "But you can't hide in Treasurys forever. The fear of principal loss is dominating, but the loss of interest income will start to bite."
Meanwhile, Northern Trust Corp. announced Monday it would prop up four of its money funds so they maintain a share value of $1.
Money fund experts say it will take a few more weeks to see whether the Treasury Department plan entices investors back to prime money funds. It will depend in part on how many fund companies sign up for the insurance, although that guarantee does not extend to shares bought after Sept. 19.
To participate, funds with a share value of $0.9975 or greater, will pay an upfront fee of 0.01% per share,...."

The government guarantees no loss.
That means, if the Democrats cause another economic disaster, we'll have to pick up that tab, too.
The government doesn't have any money to guarantee anything. It has to borrow 1.3 trillion every year just for its day-to-day existence right now. There's no way this govenment can back that guarantee up without crushing everyone out here... just so some selected "investors" can be guaranteed they will always get their money back.
This is identical to the fascist economic plans of Mussolini and Hitler, make "the people" pay those who were selected to be "investors".

House Republicans have signaled they are giving up.

They’ll merge their ideas with Mitch McConnell’s ideas. The result will be a funded government, raised debt ceiling, and nothing done with Obamacare.

Throughout this fight, Harry Reid has outsmarted Mitch McConnell. Repeatedly, Reid used the Senate’s rules to toss aside numerous proposals from the House while McConnell looked on not knowing how to fight back.

Reid knows how to beat McConnell. If Reid fights hard, McConnell backs down and tries to blame others. McConnell’s lieutenants attack Ted Cruz so “the Leader” can deflect from his own legislative impotence. And he continually is one step behind Reid in his knowledge of how to use the Senate’s complicated rules to win a fight.

You will see no defunding of Obamacare because Republicans are giving up.

WASHINGTON (The Borowitz Report)—Adding his voice to the eleventh-hour debate about the government shutdown, Senator Rand Paul (R-Kentucky) today proposed reopening just enough of the government to hold new hearings on Benghazi.

“Across this great nation of ours, people are suffering,” he told Fox News’s Megyn Kelly.“Suffering, Megyn, because they still don’t know what really happened in Benghazi.”

Noting that the government shutdown had furloughed investigators who could be looking into Benghazi, he said,“If there’s something in our government more worthy of funding than that, I can’t think of it.”

Senator Paul said he knew that he would draw the ire of fellow Republicans by suggesting that the government be partially reopened, but added,“Sometimes, you have to put politics aside when there is something more important at stake, and I think any reasonable person would agree that there is nothing more important than getting to the bottom of Benghazi.”

“For the two weeks of this shutdown, the American people have had no new information about Benghazi,” he said.“It’s time to stop the madness.”

President George W. Bush and The F-102

George W. Bush's military service began in 1968 when he enlisted in the Texas Air National Guard after graduating with a bachelor's degree in history from Yale University. The aircraft that he was ultimately trained to fly was the F-102 Delta Dagger. The F-102 may have been old but was far from useless, and it continued to serve proudly with both Air Force and Air National Guard units well into the 1970s. Furthermore, the F-102 was deployed to Vietnam throughout most of the conflict, and the aircraft proved its value early by deterring North Vietnamese pilots from straying across the border. Perhaps more importantly, the F-102 and its Air National Guard pilots performed a vital role in defending the continental United States from nuclear attack.

The F-102 was a supersonic second generation fighter designed in the early 1950s for the US Air Force. The primary mission of the aircraft was to intercept columns of Soviet nuclear bombers attempting to reach targets in the US and destroy them with air-to-air missiles. The technologies incorporated into the aircraft were state-of-the-art for the day. The F-102 set many firsts, including the first all-weather delta-winged combat aircraft, the first fighter capable of maintaining supersonic speed in level flight, and the first interceptor to have an armament entirely of missiles. Among the many innovations incorporated into the design were the use of the area rule to reduce aerodynamic drag and an advanced electronic fire control system capable of guiding the aircraft to a target and automatically launching its missiles.

The F-102 made its first flight in 1953 and entered service with the Air Defense Command (ADC) in 1956. About 1,000 Delta Daggers were built, and although eventually superseded by the related F-106 Delta Dart, the F-102 remained one of the most important aircraft in the ADC through the mid-1960s. At its peak, the aircraft made up over half of the interceptors operated by the ADC and equipped 32 squadrons across the continental US. Additional squadrons were based in western Europe, the Pacific, and Alaska.

As the 1960s continued, many of these aircraft were transferred from the US Air Force to Air National Guard (ANG) units. More than 500 Delta Daggers would eventually serve with 23 ANG units across the US, including squadrons in Arizona, California, Connecticut, Florida, Hawaii, Idaho, Louisiana, Maine, Minnesota, Montana, New York, North Dakota, Oregon, Pennsylvania, South Carolina, South Dakota, Tennessee, Texas, Vermont, Washington, and Wisconsin. Because of thier important role in defending North America, these ANG units came under direct authority of the ADC itself and were considered a vital component of the Air Force's strategy to defend the US.

One of the primary ANG units to receive the F-102 was the 111th Fighter Interceptor Squadron (FIS) at Ellington Air National Guard Station, which operated the aircraft from 1960 through 1974. These planes were given responsibility for patrolling the Gulf Coast and intercepting Soviet aircraft based in Cuba that regularly flew off the US shore to test American defenses. The 111th was and still is part of the 147th Fighter Wing in Houston, Texas. It was here that George W. Bush was stationed following his enlistment in May 1968.

After the struggle for liberty in the American Revolution, free and enslaved African Americans faced continued hardship and inequality. A number of white Americans, for a variety of reasons, joined them in their efforts to resolve this complex problem. One possible solution (advocated at a time when the assimilation of free blacks into American society seemed out of the question) was the complete separation of white and black Americans. Some voices called for the return of African Americans to the land of their forebears.
1815-1817 Black Colonization
1815- African-American Quaker and maritime entrepreneur Paul Cuffee (or Cuffe) financed and captained a successful voyage to Sierra Leone where he helped a small group of African-American immigrants establish themselves. Cuffee believed that African Americans could more easily "rise to be a people" in Africa than in America with its system of slavery and its legislated limits on black freedom. Cuffee also envisioned a black trade network organized by Westernized blacks who would return to Africa to develop its resources while educating its people in the skills they had gained during captivity. Cuffee died in 1817 without fully realizing his dream.
1817- The partial success of Paul Cuffee's African venture encouraged white proponents of colonization to form an organization to repatriate those free African Americans who would volunteer to settle in Africa. Prominent Americans such as Henry Clay, John Randolph of Roanoke, and Justice Bushrod Washington were members of the American Colonization Society (ACS) during its early years. Many free African-Americans, however, including those who had supported Paul Cuffee's efforts, were wary of this new organization. They were concerned that it was dominated by Southerners and slave holders and that it excluded blacks from membership. Most free African-Americans wanted to stay in the land they had helped to build. They planned to continue the struggle for equality and justice in the new nation. 1820- The American Colonization Society sent its first group of immigrants to Sherbro Island in Sierra Leone. The island's swampy, unhealthy conditions resulted in a high death rate among the settlers as well as the society's representatives. The British governor allowed the immigrants to relocate to a safer area temporarily while the ACS worked to save its colonization project from complete disaster. 1821-The American Colonization Society (ACS) dispatched a representative, Dr. Eli Ayres, to purchase land farther north up the coast from Sierra Leone. With the aid of a U.S. naval officer, Lieutenant Robert F. Stockton, Ayres cruised the coastal waters west of Grand Bassa seeking out appropriate lands for the colony. Stockton took charge of the negotiations with leaders of the Dey and Bassa peoples who lived in the area of Cape Mesurado. At first, the local leaders were reluctant to surrender their peoples' land to the strangers, but were forcefully persuaded -- some accounts say at gun-point -- to part with a "36 mile long and 3 mile wide" strip of coastal land for trade goods, supplies, weapons, and rum worth approximately $300. 1822 - April 25 - The survivors of Sherbro Island arrived at Cape Mesurado and began to build their settlement. With the wavering consent of the new immigrants, the American Colonization Society governed the colony through its representative. In time, however, some colonists objected strenuously to the authoritarian policies instituted by Jehudi Ashmun, a Methodist missionary who replaced Ayres as the ACS governing representative. Such disagreements created tensions within the struggling settlement.
1824 - Believing that the colonial agent had allocated town lots and rationed provisions unfairly, a few of the settlers armed themselves and forced the society's representative to flee the colony. The disagreements were resolved temporarily when an ACS representative came to investigate the colony's problems and persuaded Ashmun to return. Steps were initiated to spell out a system of local administration and to codify the laws. This resulted, a year later, in the Constitution, Government, and Digest of the Laws of Liberia. In this document, sovereign power continued to rest with the ACS's agent but the colony was to operate under common law. Slavery and participation in the slave trade were forbidden. The settlement that had been called Christopolis was renamed Monrovia after the American president, James Monroe, and the colony as a whole was formally called Liberia.
