Name just one president whose administration had to work with a House of Representatives in which the majority of its members took a pledge not to compromise. Name one!

The pledge reads as follows:

What the public wants is for the Republican House of Representatives to negotiate with the President. Every House of Representatives have done so in the past.
The public has also said they want Obama to compromise.
