BEIJING/TOKYO (Reuters)- Japan's finance minister pressed the United States on Tuesday to quickly resolve its political deadlock over government finances to avoid a fiscal crisis that could damage the global economy.

The comment from Taro Aso is the latest sign that Japan and China - the biggest foreign creditors to the United States - are increasingly worried that the U.S. government shutdown and the standoff over the debt ceiling could wreak havoc on their trillions of dollars of investments in U.S. Treasury bonds.

"The U.S. must avoid a situation where it cannot pay (for its debt) and its triple-A ranking plunges all of a sudden," Aso told reporters following a cabinet meeting.

"The U.S. must be fully aware that if that happens the U.S. would fall into fiscal crisis," he said.

Japan's Nikkei financial daily, citing unnamed sources, reported that Japanese officials held several emergency telephone conferences with U.S. Treasury Department officials on Monday.

However, a senior Japanese government official shrugged off the report, suggesting instead that the subject had been discussed only as part of regular contact between the two countries. Similarly, a U.S. Treasury official said the Treasury had no knowledge of emergency calls.

On Monday, Chinese Vice Finance Minister Zhu Guangyao said Beijing had been in touch with Washington.

Unless Congress raises the debt ceiling, the United States would be left on the edge of an unprecedented default, the Treasury has warned.

The political standoff is in its second week, with much of the U.S. federal government closed and no signs of a breakthrough, although some glimmers of hope emerged on Monday as Obama said he would accept a short-term increase in the nation's borrowing authority to avoid a default.

TRILLIONS AT STAKE

As of July 31, China held $1.28 trillion in U.S. Treasury bonds and Japan held $1.14 trillion, Treasury Department data shows.

The last big confrontation over the debt ceiling, in August 2011, ended with an 11th-hour agreement under pressure from shaken markets and warnings of an economic catastrophe if a default were allowed to happen.

China is "naturally concerned about developments in the U.S. fiscal cliff," Zhu told reporters, saying it was Washington's "responsibility" to avoid a debt crisis and ensure the safety of Chinese investments.

Japan has previously expressed its concerns in diplomatic terms. Aso and Chief Cabinet Secretary Yoshihide Suga both said last week that the fiscal standoff was essentially a U.S. domestic problem.

But Aso added the shutdown could push up the yen against the dollar - a concern for Japan's export-reliant economy, which has benefited from a decline in the yen since Prime Minister Shinzo Abe won election in December on a reflationist policy platform.

Should the U.S. default on its debt, which the Treasury Department says could happen as soon as October 17, "there would be a large international impact," Aso said last week. "If there is no prompt resolution, various impacts will emerge."

How The Shutdown Taught The GOP To Love Big Government

With the American public largely blaming the House GOP for closing the federal government, they're looking for politically expedient programs to fund -- often programs they've criticized in the past -- to try to shift the shutdown heat to Democrats.

That's the cognitive dissonance of the House GOP's shutdown plan. The party of small government has now suddenly found a broad slate of government programs that it wants to fund.

Over the last week, the House has passed multiple partial spending bills to fund the most popular elements of the federal government: National parks. Cancer research. Veterans benefits. Disaster relief. More are coming. The Senate isn't moving on any of them, instead insisting that the House vote to fund the entire government.

"We have committed to fund the areas of government that we all agreed on, which is more areas than not. We're trying to ease the pain here. They're not joining us," House Majority Leader Eric Cantor (R-VA) said Saturday. "We're saying we've got a lot that we have in common."

House GOP aides, though, privately acknowledge the politics of their strategy: Fund programs that the public doesn't want closed and force Democrats to vote against it. All it required, it seems, was an abandonment of their small-government principles and ignoring their previous targeting of these programs for cuts.

Here are a few examples of where the GOP doesn't seem to be practicing what they used to preach:

As part of the automatic budget cuts that the GOP extracted from President Obama in the 2011 budget deal, the National Institutes of Health were forced to cut more than $1.5 billion from their budget, affecting "every area of medical research." Last week, House Republicans held a rally -- complete with members decked out in their scrubs -- urging Senate Democrats to provide temporary funding to NIH like the House had done.

In 2011, House Republicans voted to cut the special food stamps program for women, infants and children (WIC) by more than $700 million. And in the weeks leading up to the government shutdown, they passed unprecedented cuts to the broader food stamps program, which would have eliminated benefits for millions of people. But then last week, after the government shut down, House leaders chose WIC as one of the programs that they wanted to fund.

Cantor clashed with FEMA director Craig Fugate in 2011 after Cantor threatened to withhold disaster relief funding without budget cuts to offset its costs. Now FEMA has become one of the seven most essential federal agencies that the House wants to re-open.

Head Start, which the House will likely vote to fund this week, was another target for Republicans during the 2011 budget fight. Their spending bill -- which was ultimately changed by the Senate -- would have cut the program by more than $1 billion and removed more than 150,000 children from its rolls, according to the liberal Center on Budget and Policy Priorities. Now, House Republicans are expected to vote this week on temporary funding for Head Start to put Democrats in a bind.

Despite their best efforts, though, the House seems to be embracing big government with little immediate payoff. There's no sign of the public shifting the blame to Democrats. The Senate isn't budging in its demand for a clean spending bill. And Democrats are trying to use the House GOP's piecemeal plan against them, dismissing it as a gimmick.

"Our position on the piecemeal, gimmicky approach that the House Republicans have taken, with no explanation for why they wouldn't just open the government at spending levels they set, remains the same," White House Press Secretary Jay Carney said Friday. "They should just reopen the government, right?"

Second, the president doesnít think Big Oil should be allowed to deduct from taxable income some of those costs incurred in exploring for oil and drilling wells.
Third, the president wants to cancel oil companiesí domestic manufacturing tax deduction of 6% of the value of oil and gas they produce in the United States.
Those donít sound like egregious handouts, but, said the president,ďItís not like these are companies that canít stand on their own.Ē
Sure they can stand on their own, but thatís not the point. Do we really want a corporate tax policy that has one set of rules for oil companies and another set for everybody else?
Yet the campaign against Big Oil tax breaks wonít end there. Weíll hear again and again between now and Election Day that oil companies arenít paying their share.
Left-leaning tax groups like the Citizens for Tax Justice try to make the case that ExxonMobil pays tax of just 13% or so on its U.S. profits. But if Exxon pays a smaller portion of its taxes in the U.S. itís because it faces huge tax bills overseas in countries like Angola where the petroleum income tax is as high as 70%. Like every U.S. multinational, Exxon gets tax credits that offset their U.S. tax liability by the amount of tax paid to other countries.
How bad are those oil ďtax breaks,Ē really? The deduction for oil drilling costs isnít much different from the deductions that pharmaceutical companies are allowed to take for research and development costs (no one has proposed taking those away).
And as for the domestic manufacturing deduction, every other company that manufactures anything in the U.S. can deduct up to 9% of the income they generate on those goods. Right now, oil companies only get a 6% deduction on the oil and gas they produce.
Why single them out?"
