Republicans Win Fewer Votes, but More Seats than Democrats

Republicans controlled the post–2010 redistricting process in the four states, and drew new lines that helped the GOP win the bulk of the House delegation in each. Republicans captured 13 of 18 seats in Pennsylvania, 12 of 16 in Ohio, nine of 14 in Michigan, and five of eight in Wisconsin. Added together, that was 39 seats for the Republicans and 17 seats for the Democrats in the four pro–Obama states.

The key to GOP congressional success was to cluster the Democratic vote into a handful of districts, while spreading out the Republican vote elsewhere. In Pennsylvania, for example, Republicans won nine of their 13 House seats with less than 60% of the vote, while Democrats carried three of their five with more than 75%.

One of the latter was the Philadelphia–based 2nd District, where 356,386 votes for Congress were tallied. Not only was it the highest number of ballots cast in any district in the state, but Democratic Rep. Chaka Fattah won 318,176 of the votes. It was the largest number received by any House candidate in the country in 2012, Democrat or Republican. If some of these Democratic votes had been “unclustered” and distributed to other districts nearby, the party might have won a couple more seats in the Philadelphia area alone.

As it was, Democrats scored a moral victory of sorts by winning the aggregate nationwide House vote by nearly 1.4 million. Normally, it is a number that does not have much currency, a matter of interest only to academics and political mavens. But in 2012, the Democrats’“popular vote” victory in the House balloting helped to undermine the contention of congressional Republicans their majority was as much a mandate as President Obama’s 5–million vote, 26– state, 332–electoral vote reelection victory.

The challenge now for House Democrats is to turn moral victories into actual triumphs. It will not be easy. The Republicans head toward 2014 offering little in the way of “low hanging fruit.” Only 15 House Republicans are in hostile terrain, representing districts that also voted for Obama last fall. And few GOP representatives give the appearance of electoral weakness, as just a dozen were elected in 2012 by a margin of less than 5 percentage points.

Funny you should use the moniker John Galt, unlike you, in the book he was a pretty smart man

For telling the truth about Obama's role in the locating and killing of bin Laden, or is it because I reminded you of his role in the murder of an American citizen without due process?

Had the mission failed, I doubt we would have heard anything about it.

Dream on mutt__gerrymandering is at an all time high and directly responsible for at least 20 net(R) house seats. Some were lost, teabaggers Alan West and Sandy Adams actually lost their US House seats due to (R) gerrymandering. Shyte happens eh?

You are defending Anwar al-Awlaki, man that is way out there.

This man joined Al Qaeda, had a hand in the 9/11 and Ft Hood attacks that killed thousands of Americans.

He was waging jihad (WAR in case you don't know what Jihad means) against the U.S.

as far as I'm concerned and the U.S. military we are engaged in asystemical warfare, there are no front lines. al-Awlaki was killed on the battlefield like any other traitor should be.

Now if he would have surrendered to U.S. authorities then I would expect a trial.

But to expect a trial for a man actively engaged in plotting attacks on the U.S., yeah right.

you're just sore that President Obama is killing more of al Qaeda's leadership than Bush

How?
Collection of the Penalty for Failure to Maintain Minimum Coverage

"Section 5000A(g)(2) of the IRC limits the means the IRS may employ to collect the penalty established in the section. First, the taxpayer is protected from either criminal prosecution or penalty for failure to pay the penalty. Second, the IRS is prohibited from either filing a NFTL or levying any property in an effort to
collect the penalty. There is no prohibition, however, on establishing a statutory lien against the taxpayer’s property under § 6321. No additional limits are placed on the IRS using correspondence or phone calls, either through its own employees or through private collection agencies, in an effort to collect the amount owed.

Additionally, no restriction was placed on the IRS’s ability to use the refund offset as a means of collecting the amount due. Those who are required to pay the penalty for failure to maintain minimum coverage but choose not to do so will be subject to increases in the amount owed due to interest and late payment penalties imposed on the penalty after it has been assessed by the IRS. The IRS may impose interest on tax, including penalties, under § 6601(a),(e)(2), and it may impose penalties under § 6651(a)(3).

A taxpayer who chooses not to pay the required penalty may ultimately forfeit more than the amount of the penalty if that taxpayer is ever in the position of having an overpayment to the IRS for any reason, since the refund offset applies not only to overpayments shown on original tax returns, but also to any
subsequent adjustments, for example an audit by the IRS that results in an overpayment. Further, it is possible that the IRS could present its claim when property is being sold and collect both the original penalty amount along with accrued interest and applicable penalties."
