The Senate voted 54-44 on Wednesday to keep the government funded with Obamacare intact, sending the stopgap measure back to House Republicans, who are in the midst of a civil war as the clock ticks to a shutdown Monday night.

The deep chasm over the health care law leaves Congress potentially facing its first shutdown of the federal government since 1996 when the fiscal year ends on Sept. 30, unless congressional leaders pull a rabbit out of their hats at the last minute.

Speaker John Boehner (R-OH) has said the House probably won't accept the "clean" bill to avert a government shutdown. GOP leaders are mulling several options on what to do next. One possibility, according to sources, is to attach two Obamacare-related provisions to the continuing resolution -- repeal of the medical device tax, and a provision denying members of Congress subsidies under the health care law -- and send it back to the Senate.

But Senate Majority Leader Harry Reid (D-NV) categorically ruled that out on Friday.

"Let's be absolutely clear: we are going to accept nothing that relates to Obamacare.," he told reporters after the bill passed, calling on Republicans to "get a life" and talk about something other than Obamacare.

He said House Republicans are so concerned with appeasing the tea party that they are threatening to shutdown the government unless he guts or delays the ACA.

The president repeated,“That’s not going to happen.”

Obama said that if House Republicans have an ideas for improving healthcare, he is happy to work with them, but he made it clear that he will not be moved by threats of a government shutdown. The president said,“Any Republican in Congress who is currently watching, I encourage you to think about who you are hurting.” Obama used the words of Republican senators and governors to tell the House to knock it off, and get this done.

Republican Fascists Will Stop at Nothing Less Than Ending Our Representative Democracy

America’s government is far from perfect, but it worked relatively well until 2009 when Republicans’ raison d’être became neutering the legally elected government at all costs to punish the electorate for choosing an African American man as President. Throughout the President’s tenure, Republicans fabricated one phony debt crisis after another to cripple the government’s ability to operate and keep the economy stagnating regardless the damage to the people. In fact, it is safe to say obstructing governance, and democracy, has been the Republicans’ only goal for four straight years.

Now that the government is due to run out of operating funds and hit its debt limit, Republicans have created another crisis over funding the government, paying the nation’s debt, and a three year-old health law they claim is an existential threat to the nation. However, the looming threat of a government shutdown and credit default Republicans promise are not about spending, debt and deficit, or even the Affordable Care Act; it is about ending the nation’s representative democracy and ushering in fascism and rule by oligarchy.

After the 2008 election Republicans acted as if they won control of Congress and the White House, and attempted to thwart President Obama and Democrats attempt to govern the nation. They have persisted in that vein throughout the President’s tenure and it drove credit rating agency S&P to downgrade America’s credit because “Republican political brinkmanship had shown evidence of America’s governance and policymaking becoming less stable, less effective, and less predictable.” When Republicans revealed their ransom demands to raise the debt ceiling on Wednesday, they exposed their disregard for democracy and revealed their only goal is fundamentally transforming the way America is governed; even if they have to decimate the economy to achieve their goal.

Peter Suderman reviews recent Republican efforts in Congress and finds them severely wanting:

Right now the GOP has no strategic or tactical savvy. Instead, the party has a surfeit of bluster.

The appeal of such aggresssive tactics is perhaps understandable given the Obama administration’s deeply frustrating policy choices. But they would be far more appealing if they offered any chance of victory. What the failed defunding fight makes clear is that there’s little if any substantive advantage in this approach.

Suderman acknowledges the limits of what the GOP can do when it controls just one house of Congress, but adds that recognizing these limits is exactly what some Republicans in Congress are failing to do. Instead of trying to “work effectively within those limits, exploiting clear opposition weak points and pushing for narrow victories that stand some change of being accomplished,” they have opted for trying to achieve unobtainable goals with tactics that have split their own party. This approach places great value on zeal and combativeness and isn’t very concerned with success. For that reason, it won’t produce the desired results at an acceptable political price. Cruz has railed against Republican defeatism, but in practice Cruz has made himself the leader of what one might call the defeat caucus.
