Yes, Congress and their staff DO have to obtain coverage in a government health exchange - BUT, since August 8, they also have special exemptions that none of the rest of us have. The Office of Personnel Management ruled they could continue to receive generous healthcare subsidies than would exist under the law while having to obtain coverage in a government health exchange. This special treatment is enjoyed by no other class of Americans.
They have it better than the rest of us no matter how much you try to slice and dice it.
Just because the House isn't in session does not mean that legislative staff are not somewhere writing proposals for legislative bills....or legislators are not somewhere discussing legislative issues with their respective constituents....
