Those on the lowest end of the income scale will be responsible for just 2% of their household income toward the premium, while those with higher incomes will pay 9.5%. According to "Capsules," no subsidy will be greater than the amount of the premium ("Capsules," Kaiser Health News, 8/14).
Further, the authors wrote, "Premiums before and after the law goes into effect are not necessarily comparable as health plans in the new marketplaces will be required to cover a broader range of services than are found in many current individual market policies."
They added that the health needs of those insured also will likely affect premium prices because insurers no longer will be able to deny coverage to individuals with pre-existing conditions, resulting in a pool with more costly health conditions (CQ HealthBeat, 8/14).

Case in Point Two Pennsylvania school administrators repeatedly referred to black students and teachers by the N-word in text messages they exchanged on cell phones issued by the school district, it has been revealed.

Coatesville Area School District Superintendent Richard Como and Director of Athletics and Activities Jim Donato, who are both white, are now the subject of a criminal investigation over their use of the racial epithets in text message conversations with each other.

Both administrators resigned from their positions at the end of August, though the Chester County Daily Local reports that they were only forced out after the transcripts of the text messages were leaked to the district attorney, who launched a criminal investigation.

Since the day it became law, the CBO has projected that the ACA's insurance coverage provisions would cost the federal government $759 billion during fiscal years 2014 through 2019.(Their newest projections indicate that those provisions will cost $710 billion over that same period.) However, the CBO has also said, "Taking the coverage provisions and other provisions together, the ACA will reduce deficits over the next 10 years and in the subsequent decade."
