Most fire departments outside big cities are volunteer.

Most utilities (electric, gas, water, telephone) are private corporations.

Police are government and largely ineffective, particularly in cities like Chicago.

So you advocate the privatization of police and fire depts? Maybe we can return to the times when private fire depts required payment up front in order to extinguish the fire? And do fire volunteers buy the trucks, hoses, etc?
