Some cities do not meter and/or charge for water, just use tax revenue. Don't know about Detroit.

Our private water company here has tiered billing, where the rate goes up with consumption, rather than down.

Low water use landscaping is a no-brainer, along with recycled water for irrigation.

in California, a woman can choose to buy an abortion, but she can't choose to buy a large capacity magazine. Maybe "pro-choice" isn't such a good term for folks that support abortion.
