Depends on how interested the President is in the management of government.
A responsible President would want significant daily detail on State, Defense, Treasury, and Justice, but probably little on the non-Constitutional departments.
A responsible President would want immediate notification of any significant problems in any department.
Obama is too lazy to provide this level of management.
The President's daily briefing is provided by the Director of National Intelligence. It does not pertain to the daily mundane workings of Cabinet departments...only "new international intelligence warranting attention and analysis of sensitive international situations."
However, even if we were talking about a municipal agency, it is expected that the various department heads manage their departments. If they have a problem, they bring it to the attention of management. Management does not have time to babysit them.
