One could argue whether government should regulate medical facilities in any way, but failing to regulate abortion clinics in the same manner as other outpatient surgical clinics is illogical.

When the government expands regulation that's bigger government. When the government only picks on one particular segment, one that public opinion supports, that's tyranny.
Before you start parsing the polling data the overwhelming majority of the public supports abortion under some conditions.
