Reagan trusted his Democratic Congress to do what they promised - cut spending in exchange for an increase in taxes. As usual, they reneged.

Clinton had a Republican Congress who led him by the hand to go along with their Contract with America.

Clinton moved to the center and worked with his Republican Congress, although sometimes reluctantly, he must get credit for that.

You should spend some time doing some research today.
