It was true in Pennsylvania where all state employees had a cushy gig. Maybe you're old enough to remember that PA state mining inspectors qualified for black lung benefits that could then be assigned to their wives upon death, no matter the cause.

No clue what STRS/PERS plans are, but you may be referring to the fact that teachers in some states have been outside the SS system, not paying taxes, which affects later benefits.

That is not typical, but an even better deal for the teachers, given that SS is a losing proposition.
