Clearly, you fail to accept that Galt believes that the President has absolutely no Constitutional role in the decision to declare war, and that this is the sole responsibility of Congress. In fact, the signing by FDR of the declaration of war against Germany was totally unnecessary.

Whether the vote on Iraq constitutes a declaration of war is a subject for SCOTUS.
