Douglas H Shulman was the IRS commissioner in the run up to the 2012 elections. He took Office Mar 24, 2008 and left Nov 9, 2012. That would make him a Bush Appointee.

Shulman donated $500 to the Democratic Party before the 2004 election. He was appointed in 2008.
