The biggest thing that could have avoided the tragedy is a responsible state government reinforcing the levees they knew could not withstand a hurricane 5 Katrina long before it happened and choosing to spend the money elsewhere.

Senior State Department officials knew that the threat environment in Benghazi was high and that the Benghazi compound was vulnerable and unable to withstand an attack, yet the Department continued to systematically withdraw security personnel.

On page 5 of the report:

"Prior to the Benghazi attacks, State Department officials in Libya made repeated requests for additional security that were denied in Washington despite ample documentation of the threat posed by violent extremist militias."

On page 7 of the report:

"In a cable signed by Secretary Clinton in April 2012, the State Department settled on a plan to scale back security assets for the U.S. Mission in Libya, including Benghazi."

The report also makes this point:

This fact contradicts her testimony before the House Foreign Affairs Committee on January 23, 2013.

On April 19, 2012, the response cable from the Department of State to Embassy Tripoli, bearing Secretary Clintonís signature, acknowledges Ambassador Cretzís request for additional security but instead articulates a plan to scale back security assets for the U.S. Mission in Libya, including the Benghazi Mission.

Clinton had told Congress in January.ďI didnít see those requests, they didnít come to me, I didnít approve them, I didnít deny them.Ē

again there auntie, New Orleans wasn't the only place Katrina struck...there was destruction all along the coast of Louisiana and Mississippi and there was a poor showing of FEMA everywhere....

as for spending money, gee a Foxbot republican actually advocating spending money on infrastructure...if you were a republican politician you'd be "PRIMARIED" come next election.

one last thing
its the Louisiana legislature that passes the budget and decides what and where state funds will be spent.
The levees of which you speak were the responsibility of the Army Corps of Engineers, a Federal organization.....

The contrast couldn't be much greater: two killer storms, two commanders in chief, two very different responses. President Obama has done well in managing the crisis caused by Hurricane Sandy so far, while President George W. Bush botched the job of handling Hurricane Katrina in 2005.

Obama and his Federal Emergency Management Agency (FEMA) have even drawn praise from Republicans such as Govs. Chris Christie of New Jersey and Bob McDonnell of Virginia, both prominent supporters of Republican presidential challenger Mitt Romney. Christie said, "The president has been all over this and he deserves great credit." McDonnell said the federal response was "incredibly fast and we're very grateful." He said Obama has been "direct and personal" in handing the crisis.

New Orleans was a disaster because of a non-functional local government, a police force that deserted, and a slovenly, lazy, indolent population.
