Sen. Marco Rubio is calling for the resignation of current IRS acting commissioner Steven Miller, who previously served as Shulman’s deputy.

"It is clear the IRS cannot operate with even a shred of the American people's confidence under the current leadership...No government agency that has behaved in such a manner can possibly instill any faith and respect from the American public."

Democrat Senate Finance Committee Chairman, Max Baucus, called the targeting "intolerable" and an "outrageous abuse of power."

"Americans expect the IRS to do its job without passion or prejudice," he said in a statement. "We need to get to the bottom of what happened here."

Shulman, a George W Bush appointment, was Steve Miller's boss. "... several committees in Congress were writing IRS Commissioner Douglas Shulman to express concern because tea party groups were complaining of IRS harassment.

In Shulman’s responses, he did not acknowledge targeting of tea party groups.
