Johnson could have embarrassed Dirksen in public by pointing out that passage of the bill that so many believed was self-evidently the right thing to do was dragged out another long eight months of filibusters and debate before a watered down version of the original bill was voted on. Johnson had to go back up to urge Congress to pass the Voting Rights and Housing Rights Acts ( two fundamental individual rights(equality and suffrage) for all Americans left out of Dirksen's version of the 1964 Civil Rights Act)
