First off, any bill introduced in 2009 was two congresses ago and unless enacted into law is a dead issue.
I checked bills introduced by Marion Berry in 2009 and he introduced no such legislation.
HR 684 was in fact introduced by Rep. Steve Womack (R AR3) in the House and two corresponding bills S.336 and S.743 were introduced by Sen. Sen. Michael Enzi [R-WY].
The purpose of these bills as stated in their titles is to;
To restore States' sovereign rights to enforce State and local sales and use tax laws, and for other purposes.
