People can't afford it if they've got childred to feed and no insurance.
It's so easy to be flippant and say they should be picked up and locked away. You're being absurd. Whose going to fund these longterm care hospitals for the insane?
These types of serial killers aren't the norm. But in almost every case, people who knew them said they saw the red flags.
The point is, the law should not allow a mentally ill person to decide if they walk the streets or not themselves. It should be the decision of medical health professionals.
