What is Paul Ryan doing?

PAUL RYAN has released a budget proposal. That's what Paul Ryan does. The nagging question is why. His latest is much like his last, except that the new plan, which Mr Ryan has dubbed "The Path to Prosperity", proposes to balance the budget even faster than he previously proposed to do.(Ezra Klein offers a concise overview of the plan's main outlines with an illustrative companion chart.) If you've noticed that Paul Ryan is not actually vice-president, and that the Republicans do not actually command a majority in the Senate, releasing such a budget may seem a vexing and quixotic exercise. "To take Ryan seriously", writes Eugene Robinson of the Washington Post, "is to believe that legislation repealing the landmark Affordable Care Act would be approved by the Senate, with its Democratic majority, and signed by Obama. What are the odds?" Long.

Even conservative commentators sympathetic to Mr Ryan's earlier fiscal blueprints are put off. Ross Douthat, a right-leaning New York Times columnist, observes that Mr Ryan easily could have improved on his earlier efforts, but instead has delivered "a document that’s arguably more unrealistic than the previous versions of the Ryan budget, and that does little or nothing to bridge the gap between the Congressional GOP and the electorate that just re-elected Barack Obama."

So what's the point? According to Mr Douthat:

...many conservative House Republicans plainly feel like they’ve already been forced to compromise repeatedly of late — on questions like the fiscal cliff, the debt ceiling, and so on — and so they want their official budget to take a more absolutist stand. Hence the quest for ten-year balance, and the promise of pain on every front except (of course) marginal tax rates.

But what's gained by taking such an "absolutist" stand? Do House Republicans really want to make a show of adopting the same Medicare cuts that Mitt Romney and Mr Ryan so vigourously opposed just a few months ago? Do they really want to get behind what Mr Douthat has called "a weird, all-pain version of Obamanomics — in which, for instance, we keep the president’s tax increases and Medicare cuts while eliminating his health care law’s assistance to the uninsured"?

If you want to know the revenue for the ACA get up off your fat stupid butt & look them up online - apply this to your last sentence.
The initial report was for the cost for ten years starting in 2009. Not all revenue generation nor savings started immediately just as many of the costs.

According to the CBO report, revues grew at about the same rate as expenditures and at no year were the expenditures more than the revenue.

So really, your ten years of revenues vs 6 years of expense is wrong.

If the bill was front loaded with revenue in order to make the 10 year forecast to show no debt, then certainly those last years or year would show the bill to add to the deficit that year.

So once again, you are proven wrong.

I would suggest you get better informed before you make a fool out of yourself yet again.

The conservative media in particular—once the vibrant repository of philosophical debate and keen wit—has become bigger, more consolidated, and corporate. It has been stifled because we have created this conservative groupthink over 30 years that has become more and more narrow. A conservative groupthink that would allow all of our primary presidential candidates being asked if they would take a 10-to-1 deal on spending cuts to taxes, and everybody’s afraid to talk.”

The groupthink is so extensive that several conservative publications seem to exist only to promote the work of other, indistinguishable movement outlets.(One typical headline from the Washington Free Beacon:“Fox News Cites Free Beacon Report.”) Here the mission ranges from “use journalism to advance the movement” to “#war.” As one attendee at the Faith and Freedom Coalition’s annual conference told Atlantic reporter Molly Ball last year,“You couldn’t get in an argument around here no matter how hard you tried.”

Conor Friedersdorf says that much of the movement media simply feels old—“not many new ideas being batted around there”—and points to a generational conundrum:“What everyone thinks of as great moments in the conservative movement—Buckley founding National Review, Goldwater, Reagan getting elected—all of those things happened before Rush Limbaugh, talk radio, and Fox News,” he says.“The movement is still generating revenue for its various projects but now has little to do with actually advancing conservative ideas.” For instance, he asks,“what has the Heritage Foundation accomplished since the mid-1990s to justify its level of expenditure?”

“We need a certain amount of icebreaking to create space,” Frum adds.“We’re way overdue for generational change in the conservative world.… The Reagan record is not a motivator for next generation of voters.”

Meanwhile, post-Reagan, post-movement conservatism has distanced itself from boomer nostalgia and isn’t constantly compelled to dangle its ideological credentials out of fear of retribution from readers. These conservatives are free to explore different premises while leaving party shibboleths behind, particularly when it comes to post-Great Recession economics and foreign policy after Iraq. They are certainly not beholden to the short-term trajectory of the Republican Party.
