The single notable element of increased U.S. involvement during 1964 was a program of covert GVN operations, designed to impose "progressively escalating pressure" upon the North. Daniel Ellsberg, a Pentagon official working under US Secretary of Defense Robert McNamara, will later describe 34A as a “100 percent US operations, utilizing some South Vietnamese personnel along with… foreign mercenary crews, totally planned and controlled by the US, through the CIA and MACV.

But marriage does have legal bearing in things such as tax law.

The entire problem could be solved by eliminating the use of the word "marriage" & substitute "civil union" in all references to licenses & legal matters.

People would have a "civil union" aspect & a "marriage" aspect (if they so desire) to their weddings.
