New State of the Black family report disheartening,A new report on the state of the Black family finds that by almost every measure African-Americans families have declined since the 1960s — a trend followed by families across all demographics.

The new report, released by the Urban Institute, revisits a 1965 report by the late New York Sen. Daniel Moynihan. In the original report, titled “The Negro Family: The Case for National Action,” Moynihan — at the time the assistant labor secretary — laid out a series of statistics on Black families.

Moynihan, in his report’s conclusion declared,“at the heart of the deterioration of the fabric of Negro society is the deterioration of the Negro family. It is the fundamental source of the weakness of the Negro community at the present time.”

Not much has changed, according to the new report’s findings.

“An analysis of national data indicates that little progress has been made on the key issues Moynihan identified,” wrote Gregory Acs, of the Urban Institute, in a statement released with the report.“Further, many of the issues he identified for Black families are now prevalent among other families.”

Three major factors were at the heart of the Moynihan report: the number of Black children who lived in homes without a father, the number of unmarried women giving birth and the number of Black women married and living with their spouse.

In 1950, 17 percent of Black children lived in a home with their mother but not their father. By 2010 that had increased to 50 percent. In 1965, eight percent of childbirths in the Black community occurred among unmarried women. In 2010 that figure was 41 percent. The number of Black women married and living with their spouse was recorded as 53 percent in 1950. By 2010, it had dropped to 25 percent.

Overall, Black children are three times more likely than white children to grow up in poverty — 67 percent of African-American children grow up in poverty compared to 19 percent of white children.

The Urban Institute’s report also added to the original scope of the Moynihan report to include the number of African Americans behind bars, employment data and educational attainment.

Perhaps the most alarming trend over the last 45 years has been the skyrocketing rate of incarceration for Black men.

“Since the Moynihan report was released, another major social trend has put further strains on Black families — the mass incarceration of Black men,” Acs said.“By 2010, about one out of every six Black men had spent some time in prison, compared with about 1 out of 33 white men.”

A demographic breakdown by race was not available for 1965, but numbers beginning in 1974 showed disproportionate numbers of Black men being sent to prison. In 1974, it was nine percent of Black men compared to one percent of white men. By 2010, that had risen to 16 percent of Black men and three percent of white men.

Unemployment among Black men remains more than twice as high as among white men.

For white men in 1954, unemployment was zero — for Black men it was about 4 percent. By 2010 it was 16.7 percent for Black men and 7.7 percent for white men.

In 1954, 79 percent of Black men were employed. By 2011 that had dipped to 57 percent. For Black women the numbers rose. In 1954, 43 percent of Black women had jobs. By 2011 that had risen to 54 percent. The trend among African Americans was mirrored among whites, but in both cases white men and women fared better in terms of employment.

The earnings gap between Blacks and their white peers has narrowed, but persists with Black men earning about 70 percent what white men do. In 1960, Black men earned about 60 percent what white men did.

In one area of improvement, a growing number of Black students have completed high school. In 1964, fewer than half of Black students finished high school. That compared to roughly 70 percent of white students. That has since risen to about 85 percent for both Blacks and whites.

But, the number of Black students that repeat grades or were suspended was higher than for whites. Half of Black male students have been suspended, compared to 21 percent of whites.

The report was released in December, but a video presentation including a roundtable with various experts was unveiled this week.

Why Obama should run on the success of the stimulus
Everything you think you know about it is wrong: stimulus saved the US economy, and only Republicans stopped it working better.

"That conclusion may seem odd to the casual observer of US politics. In the more than three years since it passed, the stimulus has been tagged as a boondoggle that exploded the debt and did precious little to turn around the country's economic malaise. It is derided en masse by Republicans and largely ignored by Democrats.

But, in exhaustive detail, Grunwald points out how everything you think you know about the stimulus is wrong. While the Recovery Act created 2.5 million jobs, stopped the country's economic hemorrhaging and launched a weak recovery, its long-term, transformative impact is the real story.

According to Grunwald, the stimulus measure was "the biggest and most transformative energy bill in history", and "the biggest and most transformative education reform bill since the Great Society". It was also a "transformative healthcare bill", the "biggest foray into industrial policy since FDR", the "biggest expansion of antipoverty initiatives since Lyndon Johnson", and – ironically, for a president oft-accused of raising taxes – the "biggest middle-class tax cut since Reagan". It rebuilt bridges and paved roads; weatherized and retrofitted homes; and spurred the move toward high-speed rail.

It pumped an extraordinary $90bn into the clean energy industry, propelled the US battery industry and expanded rural broadband adoption. It revamped the country's unemployment system, tackled the challenges of homelessness, began the digitizing of millions of health records, and fostered education reform through the innovative Race To The Top program. It doubled renewable power generation, significantly expanded solar production and basically birthed the country's transition to a low-carbon economy.

In short, while Republicans blast the bill as socialist government spending run amok, the stimulus has, in just a few years, transformed America and laid the foundation for future economic growth. To paraphrase Vice-president Biden, that's "a big fucking deal". So, the question is: why is the first we're hearing about it?

Although Grunwald is himself a card-carrying member of the mainstream media, he takes his fellow scribes to task on this point. By focusing on picayune stories of fraud (the stimulus was, amazingly, almost completely graft-free) and "gotcha" reporting on projects that sounded like boondoggles, major media outlets have largely ignored the bill's seismic impact. That, three and a half years after it was passed into law, most Americans simply have no idea what the Recovery Act wrought is a truly damning indictment of the US media."

Three-Fifths Clause: Why Its Taint Persists
A college president's blunder reminds us how a compromise over slavery still affects U.S. politics.
The three-fifths clause -- frequently called the three-fifths compromise -- was actually not much of a compromise at all. The provision was a huge victory for slavery and gave nothing to those who favored freedom.The three-fifths clause was just one of a number of provisions put into the Constitution to specifically protect slavery. But it provided the slave states with the political muscle to implement the other clauses and protect the master class of the South. Other proslavery provisions included an explicit protection for the slave trade, the promise to suppress domestic insurrections (including slave revolts) and the fugitive-slave clause. By requiring three-quarters of the states in order to ratify a constitutional amendment, the document gave the slave states a perpetual veto over any amendments.

It is no wonder that the great abolitionist William Lloyd Garrison considered the Constitution "a covenant with death, and an agreement in Hell."

As William Paterson, a delegate from New Jersey, noted, slaves are "property." He observed that they were not "free agents, have no personal liberty, no faculty of acquiring property, but on the contrary are themselves property, and like other property entirely at the will of the Master." Paterson pointedly asked, "Has a man in Virginia a number of votes in proportion to the number of his slaves?"

FYI AMERICA - YOUR BIRTH CERTIFICATE

Every citizen is given a number (the red number on the Birth Certificate) and each live birth is valued at from 650,000 to 750,000 Federal Reserve dollars in collateral from the Fed.

Since the early 1960s, State governments have issued Bi...rth Certificates to "persons" with legal fictional names using "ALL CAPS" names. This is not a lawful record of your physical birth, but rather the acknowledgement of the "birth" of the juristic, all-caps name. It may appear to be your true name, but since no proper name is ever written in all caps (either lawfully or grammatically) it does not identify who you are. The Birth Certificate is the government's self-created document of title for its new property -- you and me! In a way, it makes us a kind of corporation whose company name is the same as our real name, but written in ALL CAPS.

This "corporation" then generates taxes and wealth over its lifetime and in this way repays the collateral that Uncle Sam borrowed from the Federal Reserve.

Remember that "Bond" thing printed on the bottom of the certificate?

Bond. I a: A usually formal written agreement by which a person undertakes to perform a certain act (as fulfill the obligations of a contract).. with the condition that failure to perform or abstain will obligate the person .. to pay a sum of money or will result in the forfeiture of money put up by the person or surety. lb: One who acts as a surety. 2: An interest-bearing document giving evidence of a debt issued by a government body or corporation that is sometimes secured by a lien on property and is often designed to take care of a particular financial need.-- Ibid.-- Merriam-Webster Dictionary of Law (1996).

Banknote. A kind of negotiable instrument, a promissory note made by a bank payable to the bearer on demand, used as money, and in many jurisdictions is legal tender. Along with coins, banknotes make up the cash or bearer forms of all modern money.

Birth certificates are a form of securities called "warehouse receipts." The items included on a warehouse receipt, as descried at §7-202 of the Uniform Commercial Code, the law which governs commercial paper and transactions, which parallel a birth certificate are:

the location of the warehouse where the goods are stored...(residence)
the date of issue of the receipt.....("Date issued")
the consecutive number of the receipt...(found on back or front of the certificate, usually in red numbers)
a description of the goods or of the packages containing them...(name, sex, date of birth, etc.)
the signature of the warehouseman, which may be made by his authorized agent...(municipal clerk or state registrar's signature)

Birth certificates now appear to at least qualify as "warehouse receipts" under the Uniform Commercial Code. Black's Law Dictionary, 7th ed. defines:

Warehouse Receipt. "...A warehouse receipt, which is considered a document of title, may be a negotiable instrument and is often used for financing with inventory as security."

It is not difficult to see that a state-created Birth Certificate, with an ALL CAPS name is a document evidencing debt the moment it is issued.

Thanks in large part to the prevalence of media narratives, the current discussion of immigration reform is often represented by a Latino face. This works well to impress a human story in portraying the need for the nation to reform our dysfunctional immigration system. But the emphasis on the Latino story as the immigrant story fails to capture the broader, more complex issue.

Many Americans are familiar with the stories about work-seeking immigrants who crossed our southern border and are compelled to live and toil in the shadows of opportunity. Often overlooked or ignored, however, are the estimated 3 million black immigrants whose daily plight in the United States is no less dramatic or demanding of public attention. While the vast majority of black immigrants are legal residents concentrated in large cities such as New York, Chicago, Los Angeles, and Miami, an estimated 400,000 of them lack documents that would allow them to live openly.

“It’s been nerve-racking because it puts me at risk,” Tolu Olubunmi told the world at a news conference in 2011, announcing her undocumented status and her willingness to work for comprehensive immigration reform.“But I think you have to focus on the individual to get away from the politics of an issue that’s so divisive. Once you know that there are real people attached to the statistics, then you have to start working on real solutions.”

Her activism is well known to me—she was one of the inaugural fellows of the Center for American Progress’s Leadership Institute, a program I created to increase the number of public policy experts from communities of color. As is the case with any immigrant to the United States, black immigrants find their way to this country in search of their own American Dream. Yet unlike many white immigrants, they discover heightened barriers in reaching their dream. The persistence of racism and anti-black bias in many forms of American life comes as a rude awakening to those who expect opportunity to be limited only by their willingness for hard work.

Once a state has registered a birth document with the U.S. Department of Commerce, the Department notifies the Treasury Department, which takes out a loan from the Federal Reserve. The Treasury uses the loan to purchase a bond (the Fed holds a purchase money security interest in the bond) from the Department of Commerce, which invests the sale proceeds in the stock or bond market. The Treasury Department then issues Treasury securities in the form of Treasury Bonds, Notes, and Bills using the bonds as surety for the new securities.

This cycle is based on the future tax revenues of the legal person whose name appears on the Birth Certificate. This also means that the bankrupt, corporate U.S. can guarantee to the purchasers of their securities the lifetime labor and tax revenues of every citizen of the United States/American with a Birth Certificate as collateral for payment. This device is initiated simply by converting the lawful, true name of the child into a legal, juristic name of a person.

'Legally', you are considered to be a slave or indentured servant to the various Federal, State and local governments via your STATE-issued and STATE-created Birth Certificate in the name of your all-caps person. Birth Certificates are issued so that the issuer can claim exclusive title to the legal person created thereby.
