The law is set up so that any bank merger, branch expansion, or new branch creation can be postponed or prohibited by any of these four bureaucracies if a CRA "protest" is issued by a "community group." This can cost banks great sums of money, and the "community groups" understand this perfectly well. It is their leverage. They use this leverage to get the banks to give them millions of dollars as well as promising to make a certain amount of bad loans in their communities.

The Glass Steagall Act was analogous to an economic immune system. Repealing it wasn't the economic disease. What repealing it did was allow the Democrats' subprime housing mortgage underwriting program to infect the entire economy.
Without the Demcorats subprime housing loan program, the economy doesn't collapse.

There were two attempts to re-instate the Glass Steagall Act. In 2004 it didn't have enough support from Republicans to get on the Senate floor for a vote, that being the year after the Democrats traded their support for the war in Iraq in exchange for no effective oversight of their subprime housing loan program that collapsed the economy. In 2006 it gained enough support to get to the floor for a vote, but Christopher Dodd threatened to fillibuster the re-instatement.
Barack Obama was standing very prominently at Dodd's immediate side for the photo op of the threat to fillibuster.
Then, lo and behold, and typical of Obama not having a clue what he does in Washington, in 2009 immediately after the inauguration Obama makes a public statement specifically calling for the re-instatement of that very same Glass Steagall Act he threatened to fillibuster.
If you hadn't figured out Obama doesn't have a clue what he does in government, that should have clued you in right there. How in the hell can a person forget they threatened to fillibuster something in the Senate?
