The city's long-term liabilities, including underfunded pensions, are more than $14 billion.
The report also said the city's bureaucratic structure makes it difficult to solve the financial problems.
Some fiscal experts believe the city's only way out may be municipal bankruptcy, but state Treasurer Andy Dillon said answers could be found if the city and state work together.
"It's our hope at the state level that this is a partnership. It doesn't have to be adversarial," said Dillon, a member of the review team. "A lot of the ingredients for the turnaround of the city are in place. Now we just need to execute. I do believe strongly that Detroit is fixable."
But over the last nine months, that relationship has been strained. Detroit Mayor Dave Bing and the nine-member City Council entered into a consent agreement with Snyder in April that allowed some state oversight and help with Detroit's finances — short of cash infusions — in return for certain fiscal reforms. However, the city often missed deadlines and benchmarks.
The ongoing cash crisis has threatened to leave the city, which has a current budget deficit of $327 million, without money to pay its workers or other bills. Dillon said the city has been running deficits since 2005, and masking over them with long-term borrowing.
"I stand with Detroiters and other stakeholders that the pace of change has been frustratingly slow," said Gary Brown, City Council president pro-tem. "The political will has often not been there to make the necessary and bold fiscal reforms.... Without a doubt we need the support and accountability that a State of Michigan partnership offers. We cannot address our legacy obligations alone."
Under state law, Snyder has 30 days following the review team's finding to decide for himself whether there's a financial emergency. Bing would have 10 days to request a hearing. The first-term governor could then revoke his decision or appoint an emergency manager.
The emergency manager would be responsible for overseeing all of the city's spending. Bing and the City Council would keep their jobs, but the manager would decide all financial matters. And only the manager would have the power to authorize the city to take the bankruptcy route.
James McTevia, president of a Michigan-based firm that specializes in turnaround management, said an emergency manager could halt the city's borrowing, freeze debt and restructure finances, including voiding contracts.
"The checkbook needs to be taken from the politicians," he said.

Breitbart News editor-at-large Ben Shapiro on Wednesday disputed the claim that New York Daily News reporter Dan Friedman started a rumor claiming defense secretary nominee Chuck Hagel had ties to a shadowy group known as "Friends of Hamas."

"Sadly, for Friedman, that isn’t true," Shapiro wrote. "In fact, Friedman knew it wasn’t true when he wrote the piece."

Friedman wrote in a column that he sarcastically asked a congressional Republican aide whether Hagel had ever given a speech to a group called "Friends of Hamas." (All evidence has suggested that the group doesn't exist.)

But Shapiro on Feb. 7 published an article under the following headline: "Secret Hagel Donor?: White House Spox Ducks Question On 'Friends Of Hamas.'" The story quickly spread in the conservative press.

Shapiro added on Wednesday that the Senate source for his story denied that "Friends of Hamas" came from Friedman. "I have received this information from three separate sources, none of whom was Friedman,” the source said, according to Shapiro.

Shapiro concluded that the whole ordeal is a ploy by the mainstream media to protect President Obama and his nominee for defense secretary.

CNN’s chyron read,“SCANDALOUS ALLEGATIONS, SKIMPY EVIDENCE.” The story was about Sen. Robert Menendez (D-N.J.)— specifically about the charges that he engaged prostitutes while in the Dominican Republic.

“Skimpy” may actually overstate the case. Outside of some e-mails from one “Peter Williams,” a person who has refused interviews with various news outlets and organizations, there’s no evidence that Menendez has gone on any such romp. On Nov. 1, the Daily Caller published a story titled,“Women: Sen. Bob Menendez paid us for sex in the Dominican Republic [VIDEO]“. But that piece rested on Internet interviews with two women who weren’t ID’d and whose faces were blurred over in the video. It also cited Menendez’s relationship with Salomon Melgen, a Florida eye doctor and generous Democratic donor.

Rubio Doesn’t Think He Needs to “Move Beyond” the Bush Era

It isn’t that Rubio and other hard-liners lack intelligence. That would be an easy way to dismiss them, but it’s wrong. They may lack good judgment, but that’s a different issue. Very smart people can believe all sorts of nonsense derived from ideology and/or a half-baked understanding of the world. Some people made the same argument about Romney when he was reciting the party boilerplate on these issues. They said,“He’s much too smart to believe what he’s saying, so we can discount it.” Saying things like this about Romney or Rubio reassures the people saying them that no one can genuinely hold these discredited positions anymore, and it creates the comforting illusion that intelligence is a reliable defense against making major policy blunders. Neither is true. The Bush administration’s failures didn’t happen because their architects were stupid. These were failures of competence and judgment, and they were the result of having terrible ideas that were untethered to reality.
